Germany’s Federal Network Agency (Bundesnetzagentur) is set to present a framework for future network fees in May 2026, with industry discussions highlighting how these charges could interact with flexible connection agreements and affect battery energy storage system (BESS) returns.

One of the key questions on the first day of the Battery Business & Development Forum (BBDF) 2026 in Frankfurt was whether Germany’s grid fee exemption for battery storage will end, and if so, when.

Many attendees at the second annual BBDF event have been waiting months for clarity on grid fees. Karsten Bourwieg from Bundesnetzagentur provided at least a partial update.

The first framework for the future design will be published at the end of May or the beginning of June, according to Bundesnetzagentur. This would for the first time provide a concrete signal of where the regulatory framework is headed as the Germany’s general network charge system for electricity (AgNes) process continues.
